There is no related chapter in Reddaway, Uncensored Russia (1972), either for Armenia or for Georgia.

The classic work’s use of the word ‘Russia’, though probably chosen by the publisher not the author, indicates the uncertainty of the scope of the subject matter.

The Bolshevik ‘Revolution’ {coup d’etat} in November [New Style] 1917 preserved the Tsarist Empire for another 74 years, by formally allowing — despite Stalin’s and, later, Putin’s disapproval — the use of ethnic languages and promotion of national culture in Georgia and elsewhere.
