On 24 March 1980, Group II invalid Bohdan Chuiko (CCE 47.11, CCE 48.3) was arrested by the procurator’s office. His wife was told that he had been charged with “attempted … theft of State property, committed by means of fraud” (Articles 15 & 93, RSFSR Criminal Code).

When applying for a pension, Chuiko allegedly included in his length of service five years of a 15-year camp sentence. These five years were entered in his workbook by the Personnel Department in approximately 1952: during that period, he worked outside the camp and received a salary.

In addition, the city procurator’s office “does not trust” a certificate of Chuiko’s disabled status, issued by a medical commission that he received in Moscow.

At the beginning of March Yury Khramtsov (CCE 51.9) was told that his administrative surveillance was to be extended for another six months.

Khramtsov said he did not accept the surveillance.

He did not allow a policeman who came to check up on him to enter his home, and on 15 March 1980, a court fined Khramtsov 30 roubles. He stopped going to report at the police station. In April 1980, he was arrested after infringing surveillance regulations four times.

A week before his arrest, Khramtsov had applied to emigrate for the second time.
